He pointed to the Senate Banking Committee\u2019s long-awaited hearing as the immediate turning point.<\/p>\n<p>Without that progression, he warned, the odds for the broader package would deteriorate quickly. \u201cIf it doesn\u2019t happen then, I think the likelihood is going to drop precipitously,\u201d he said. Even so, he added that he still believes the bill is likely to advance.<\/p>\n<p>The CLARITY Act draft, as previously <a href=\"https:\/\/bitcoinist.com\/clarity-act-what-happens-next-mid-may-matters\/\" target=\"_blank\" rel=\"noopener nofollow\">nahl\u00e1sen\u00e9 na . <\/a>by Bitcoinist and echoed across coverage through the weekend, is designed to curb certain yield practices in the crypto sector\u2014particularly by restricting how crypto firms handle stablecoins used for payments.\u00a0<\/p>\n<p>Under the draft, crypto companies would be barred from paying customers \u201cany form of interest or yield\u201d simply for holding payment stablecoins. The intent, according to the framing around the bill, is to align the treatment of stablecoin holdings with how traditional banks handle deposits.<\/p>\n<p>At the same time, the bill includes an important carve-out. Companies would be allowed to offer <a href=\"https:\/\/www.newsbtc.com\/shiba-inu\/shiba-inu-shib-breakout-blockers-is-a-crash-to-0-on-the-table\/\" target=\"_blank\" rel=\"noopener \">incentives or rewards<\/a>, but only if those benefits are not functionally or economically comparable to the interest a customer would receive on a bank deposit.\u00a0<\/p>\n<p>That distinction\u2014between permissible promotional incentives and incentives that could be viewed as effectively equivalent to deposit yield\u2014has been one of the most contested negotiation points in the process since the CLARITY Act began taking shape.\u00a0<\/p>\n<p>Garlinghouse acknowledged that the outcome does not fully satisfy every concern. \u201cDo I think it\u2019s perfect? Hell, no,\u201d he said. He described the bill as a product of <a href=\"https:\/\/www.newsbtc.com\/xrp-news\/xrp-may-outlook-4-catalysts-key-dates-and-critical-price-levels-to-watch\/\" target=\"_blank\" rel=\"noopener \">tradeoffs and compromises<\/a>, but argued that the goal of regulatory \u201cclarity\u201d is still better than leaving the sector to operate in uncertainty.\u00a0<\/p>\n<h2>The Fight Over What Counts As \u2018Yield\u2019<\/h2>\n<p>Eleanor Terrett of Crypto In America reported on Monday that some in crypto were interpreting the CLARITY Act draft as a win for banks, arguing that a broad \u201cno yield\u201d approach would give traditional institutions an advantage.\u00a0<\/p>\n<p>However, banks appear to be looking at the language differently\u2014some are reportedly worried that the compromise may not go far enough to prevent crypto firms from finding ways around it.<\/p>\n<p>By Tuesday, Terrett <a href=\"https:\/\/x.com\/EleanorTerrett\/status\/2051743401557590088?s=20\" target=\"_blank\" rel=\"noopener nofollow\">said <\/a>a split is forming in bank circles over the yield compromise itself. Some institutions\u2014especially larger banks with consumer-facing operations\u2014are said to be taking issue with parts of the final wording.\u00a0<\/p>\n<p>Meanwhile, those without similar consumer arms reportedly appear more comfortable with the direction of the CLARITY Act compromise.
